WASHINGTON BILL WOULD ALLOW AIRBNB HOSTS TO OFFER FREE PRE-ROLLS TO GUESTS

A new bill introduced in Washington State could allow short-term rental hosts — including Airbnb operators — to offer adult guests a complimentary marijuana pre-roll at check-in.

The proposal, introduced in the 2026 legislative session, would create a special permit through the Washington State Liquor and Cannabis Board (LCB). If approved, hosts with this permit could provide up to one pre-rolled marijuana joint (containing no more than 1 gram) per adult guest aged 21 and older.

How It Would Work

Hosts would need to apply for an annual permit under the bill. Guests must be 21+ and show valid ID at check-in. The pre-roll must be complimentary, it cannot be sold. And hosts must clearly explain Washington’s cannabis laws, including where marijuana consumption is allowed and where it is prohibited.

The bill does not change Washington’s existing public consumption laws. Marijuana use is still prohibited in public spaces and in view of the general public. Guests would only be able to consume cannabis in locations where it is already legally permitted.

Why?

Washington legalized adult-use marijuana in 2012, but visitors often face confusion about where they can legally consume it. Currently, there are limited legal consumption spaces for tourists who may not have access to private residences. The bill attempts to create a regulated pathway for cannabis-friendly short-term rentals. Supporters say the goal is to safely integrate cannabis into the hospitality industry while supporting tourism and local cannabis businesses.

As of now, the proposal is only a bill and has not been passed into law. It must move through committee review, receive approval from both the House and Senate, and be signed by the governor before taking effect. If enacted, Washington would become one of the first states to formally allow licensed short-term rental hosts to provide complimentary cannabis products to guests.
